Update package manager backend note with the fuller current picture
The apk backend is much further along than the earlier "experimental
groundwork" framing suggested: Phases 0-6 (core re-backend) and Phase
7 (proven on a real booted image, real Plugins-page CGI flow, vnet
automated test, full-suite regression clean) are both merged. Still
correctly not the default -- that's an explicit project invariant, not
an oversight -- but the previous wording undersold how tested and
complete the work actually is. Also notes opkg's own new usign
signature verification, closing what had been an apk-only advantage.
Add a full user manual to the wiki
Field-by-field documentation of the web UI, with extra depth on the
LAN VLAN Manager (per-port assignment, access matrix, pinhole
exceptions) and Captive Portal (auth modes, session mechanics). Also
covers WAN Multi-VLAN, DHCP/Known Devices, Restrictions, Port
Forwarding, Bandwidth Monitoring, Quotas, OpenVPN, WireGuard, DDNS,
Backup/Firmware Update, System settings, the smaller feature additions
from the 24.10->25.12 window, and short reference entries for ~20
optional plugins. Wired into Home.md and _Sidebar.md via a new
Manual-Home index page.
