Seems fairly straightforward to me. Approving with a hold for lazy consensus; remove if a few days pass or you get another approval from a TOC member

budget_intervalparameter in the upstream Envoy retry budget configuration, exposing it in the retry budget traffic policy so that we can translate theBudgetDetails.Intervalfield of BackendTrafficPolicy into Istio CRD configuration.
