Move cor_vector_ivn to sparsebnUtils

The function `cor_vector_ivn` belongs in [sparsebnUtils](https://github.com/itsrainingdata/sparsebnUtils) (see also `cor_vector` therein). Might consider turning this into an S3 method for `sparsebnData` objects.
