cf: command line inclusions should take precedence over file exclusions

From itzg/docker-minecraft-server#2239 it can be seen that the force-include is not intuitive when it is a non apparent exclusion happening from the image's default exclude/include file.

As the creator of that issue, yeah it was quite confusing. At a minimum some sort of log message noting that it was hard excluded and why would be beneficial. I was scratching my head for a good 15 minutes before I thought to check the default, built-in, exclusions.

Resolved by #251
