New: Level 2 Sync-Triggered Async Decoder (FT2)

Two-phase architecture that eliminates DT grid search:

Phase 1 — Costas Scan (fast):

• Spectral peak detection + coarse Costas sync scan over full DT range
• Low trigger threshold (0.50) catches weak signals for Phase 2 confirmation
• Cost: only correlation dot products — no LDPC on noise

Phase 2 — Targeted Decode (only on sync hits):

• Fine sync refinement: ±5 samples, ±4 Hz around known position
• DT is KNOWN from Phase 1 — not searched
• LDPC decode only for confirmed Costas sync

UI Indicators

• Checkbox renamed "Async L2" with updated tooltip
• Green "L2" label visible when sync-triggered decoder is active
• Decoded messages show "T" annotation to distinguish from standard decoder

Key improvements

• Timer interval: 1500ms → 750ms (lower latency)
• LDPC never runs on noise
• Less CPU on empty bands
• Full backward compatibility with all FT2 stations
