Adds automatic order-intent labeling to the order autoreply workflow, so prefilled payment-ready issues get order-request, payment-ready, and order-autolabeled labels without manual triage. Also creates the missing GitHub labels. Revenue still requires checkout, receipt, payout, or seller-dashboard evidence.
