Summary
As a follow-up to #2644, add a one-line run header before the hook reports and a one-line hook status summary footer after them.
The run header and hook status summary should become the new default behavior for
prek run.--hide-status <STATUS>can hide every hook report, leavingprek runwith no visible output(0-character output), even though the hooks definitely ran.This occurs when all three statuses are hidden, but also in common cases such as
--hide-status passedwhen every hook passes.Also, add
--hide-headerand--hide-footeropt-in CLI flags toprek runto suppress either line independently.Proposed output

The footer should summarize the final hook statuses after applying
--hide-status. Any hidden status should be omitted from the summary, including its count.For example, if 5 hooks passed, 2 failed, and 3 were skipped:

The same message should be used whenever no hook statuses remain visible after filtering, even if only one or two
