A restart resyncs every consumer simultaneously; the refetch is
application code, so document client-side jitter instead of delaying
wakeups in the library. The pgoutput roadmap line now states plainly
that publications are persistent catalog objects — in tension with the
zero-footprint premise — before anyone hits the "wait, what?" moment.
