[BUG]: Nginx subdirectory installation leads to 403 when loading tessdata

Tessdata is loaded correctly

Current Behavior

403 when loading tessdata

Possible Solution

I'm not sure.

Steps to Reproduce (for bugs)

1. Install NC with nginx conf: https://docs.nextcloud.com/server/18/admin_manual/installation/nginx.html#nextcloud-in-a-subdir-of-nginx
2. Install app
3. tessdata is correctly placed in appdata folder and has right permissions (checked that already)
4. Start ocr
5. Failure is reported
6. Network tab shows 403 from nginx:

403 Forbidden
nginx

7. no logs in nc.log
8. access.log in nginx shows 403 nothing else

• PHP version: 7.2
