Summary

新增 docs/site/ VitePress 文档站，支持中英双语
包含 Getting Started、Guide、Reference 三个章节（各 3–4 页）
新增 .github/workflows/docs.yml，push main 时自动构建部署到 GitHub Pages
GitHub Pages 已通过 gh api 配置为 workflow 模式

部署后访问：https://jasen215.github.io/wikiloop/

Test plan

本地 pnpm docs:build 构建无报错
合并后 Actions 自动触发，确认 https://jasen215.github.io/wikiloop/ 上线
