init finish chinese tranlate for jaspmachinelearning

finish the initial chinese tranlate for jaspmachinelearning. There will definitely be bugs and errors in translation( only use 7-8 hours to do it ).
sorry can't use weblate do the translation (my ISP too slow access the weblate.org).
I directly edit the po files, could someone import these two file to weblate,then other can modify them？

If I take a quick look at the translations, it's such a high quality translation. Anyway we can merge it first to make it into weblate and then review it carefully on the hosting platform.
