Create a Chocolatey package

Can you provide an official chocolatey package for jd-gui?  I have started it in https://github.com/trajano/choco-packages/tree/master/jd-gui for you.

I also created one for jd-eclipse, but that requires my fork of `eclipse` in Chocolatey which is not officially maintained.
