Discussing RFCs

Discussion on RFCs should take place in the comments of their pull requests.

Lifecycle of a RFC

• PRs of accepted RFCs will be merged into this repo
• PRs of arejected RFCs will be closed
• RFCs with open PRs are open for discussion
