Re-tagging of 0.1.9. The tag-push release workflow failed in the public-API
diff step because the CI's cargo-public-api upgraded from v0.51.0 (which
includes parameter names in function signatures) to v0.52.0 (which omits
them); locally regenerated baselines were on v0.51.0 and drifted against the
CI run. No crates were published. This release regenerates every baseline
with v0.52.0 and bumps the patch per docs/release.md step 7. Functionality
identical to 0.1.9.
