[tools] add microsoft apm (agent package manager)

Hi,

I have check contributing process and dont find any conversation about "apm", so before to do anything, i suggest to add a new tool "apm" from microsoft.

It's relativly new (< 1 year) but provide a real needed to got a package manager for skills,instructions.agent and stop to copy/paste markdown. For the moment, i dont know if there is an alternative solution to do the same thing.

I have quickly check the install file https://raw.githubusercontent.com/microsoft/apm/main/install.sh

mise can use backend pypi to install it. I have not (yet) deeply analyze install file to verify if backend github is also fine. May be an equivalent to uv tool.

It would be much better if you could use the binaries provided with the GitHub backend than the pipx backend.
