Add glibc version check when installing Atuin #12989

I think Packslip is the right solution here rather than adding Atuin-specific selection logic to mise's Aqua backend. The Aqua Registry intentionally selects musl builds on Linux and does not accept changes preferring glibc. Aqua Registry is a separate project that I don't maintain, so that policy isn't something I can change from mise. Atuin could instead publish both GNU and musl artifacts in a signed Packslip manifest, with Once Atuin publishes Packslip manifests, we can update mise's registry to prefer Packslip for new releases while retaining Aqua for older versions. Hi! I'm one of the maintainers of Atuin. On Linux, we provide both glibc and musl builds of Atuin. Currently, mise always installs the glibc build, which is causing issues for users running systems with older glibc versions (atuinsh/atuin#4080).
Atuin's official installer checks the system's glibc version, and if it's older than the minimum supported version (2.39), it installs the musl build instead. Would it be possible to add a check + conditional selection like this to mise as well?
