"mise install" doesn't install version from idiomatic tool file

Problem statement

Running mise install in ~ which contains a .nvmrc file with the contents 24.3.0 reports mise all tools are installed when that is not the case. node --version reports v24.4.1.

I'm not sure if the node tool setting "latest" signals something conflicting to mise, but it looks like that shouldn't be the case with my setup and configuration.

I think latest in mise.toml will override the .nvmrc.

You're correct. Removing tools.node from my config and running mise install does install what's in the .nvmrc file.

The presence of tools.node in ~/mise.toml seems to also have "sabotaged" the auto-install behavior when navigating around and entering and leaving directories. After removing it, both manual mise install calls as well as auto installation started to work.
