Prepare 0.3.12 release

Bump dependencies to latest and address breaking changes:
- decimal: allow 3.x (~> 2.0 or ~> 3.0), rustler: ~> 0.38
- Rust NIF: rustler 0.38, tikv-jemallocator 0.7, snmalloc-rs 0.7, criterion 0.8
- Benches: migrate to std::hint::black_box; fix approximate-PI clippy lint
