The inline gate-decisions list rendered only 12 rows. Bump to 50 — the
.gate-mini container already scrolls (overflow-y:auto, flex:1) so it stays
bounded by the card, and the /data payload already carries up to 500 gates
since the v0.1.15 recentN bump. Headline block count (global.blocked_count)
was always uncapped and is unchanged.
