[BUG] make the signatures more strict

convert to strict_element_wise for one parameter functions.
restrict eve::value to avoid accepting logicals where inapropriate.

Related issue :
After we moved to elementwise_callable, we apparently didnt remove all the old if constexpr(has_aggregated_abi) from some functions, those needs to be cleanup as it is duplciation of work.
