Table orange grab handle for row title not showing?

The docs for tables say:

Select a cell and drag the orange grab handle in the center of its top border to add a title region to the entire row.

But I'm not seeing such an orange grab handle. I do see them for the adding a title to the entire table, and adding the left-side titles.
