Reader can't read certain pdf links

This website contains thousands of links to pds, none of which appear to work. I've included three examples:

Hi @ebsawyer,

The PDF reading feature of Reader only works for PDFs that have a text layer.
Unfortunately, all three PDFs you mentioned, did not contain a text layer and are pure images.

To work on these PDFs, you need to look for tools that are equipped with OCR capability.
