A drop-in patch on top of v0.2.1. No on-disk format change (f04 stays f04), so
any machine already on v0.2.0 or later can upgrade without a migration.
Fixes
tbd setup --auto --dry-runis now genuinely read-only. The legacy-cleanup pass
ran before any dry-run gating, so inspecting a setup with--dry-runcould rewrite
.claude/settings.jsonand delete legacy tbd scripts and hooks from disk — including
hooks you had just installed.
Dry runs now compute and report what would change ("Would clean up legacy …")
without touching any files.
Covered by two new regression tests.

the binary Tier-1/Tier-2 model is replaced by an L0–L3 ladder (pure prompt skill →

codifies project-local vs user-global install mechanics (explicit
--project/--global,$HOMErefusal in project mode, pre-write target printing,
cross-scope shadowing).
