12H/24H format does not being honored

I use 24H format in the system. App still uses AM/PM format (12H).

You can use android.text.format.DateFormat.is24HourFormat for checking if user opt-in to 24H format on device.

@flexxxxer I think #2060 should cover it. I'll include it in the next release - it's available in the nightly version if you want to try it out and confirm!
