Some bug fixes, v14 compatibility and overhauled icon picker

- Needs further testing, but changed how item names were extracted to better handle malformed sequences to prevent URIError crash
- Migrated the icon picker dialog to DialogV2, and moved inline CSS to own style file
- Reworked the picker UI to use a tag-based keyword bar where users can edit auto-detected keywords and add their own.
- Hovering over icons in the picker UI now shows their file name as a tooltip on icon hover.
- Improved compendium scoring to filter out generic default-icons entries, and scale the compendium matching bonus by the ratio of direct keyword hits rather than applying a flat bonus
