No way to change citation link text

In pandoc occasionally I want to change the link text of a citation,
without changing the Bibliography file, as of course that would affect
the all the links to that citation.

If I dare to directly use

[mm](#ref-laws1)

"panache lint --check" will rightfully flag it, as it is not part of the
markdown, and just a hack I'm using.

would be the perfect place for Pandoc to implement allowing the user to change a reference link text.
