Move duplicate test code into LoggerTestUtils #193
Description
I recently added the class LoggerTestUtils, but it's not being used heavily yet - there is still a lot of duplication, especially in Logger_Tests and LogEntryEventBuilder_Tests, that could be consolidated/shared by putting it into LoggerTestUtils instead.
