This targets Electron major versions 6, 7, and 8.
Some older versions of Electron are no longer targeted in this build, and older versions of this package will have to be used for those versions.
It also bumps the sqlcipher version from 4.2.0 to 4.3.0 and sqlite from 3.28.0 to 3.31.0.
