Integrated JSCL into textboard cl-bbs

That's was made after someone suggested this in the board. I think the ideia of run code snippets in technical discussions is very helpful. Since the core of project is Lisp, looks like a ideal choice. I've integrated hyperspec links into syntax highlight as well using the colorize project, clicking in defun / format go to the documentation.
