Remove stale citation docs, add Comments page, document Sidebar settings Citations were removed from the plugin entirely; the wiki still described the feature. Also adds a full Comments page (syntax, tag inheritance, sidebar, commands) and documents the new Comments/Sidebar settings tabs, including screenshot placeholders for a future pass.
