Publishing config file should support package fields only edit-able on website

Currently JSR has several metadata items related to a package. From reading the docs, it does not seem possible to specify these in the config file. Thus only through the website (or maybe API?)

It would be good if the backend supported updating the project metadata (description, GitHub repository and runtime support) from the config file.
