Change default commiter to generic github actions bot

Another suggestion: change the default committer to the generic GitHub Actions bot. Not sure if the current name serves some purpose, but thought I'd mention it.

There is no real reason for the current committer name and email. I'm open to changing it if there is a good reason.

What's the benefit of making the generic GitHub Actions bot be the committer?

No real benefit, apart from making it obvious this is a bot since it's well known across the GH platform.
