Implement Phase 3 Subagent Orchestration Local Code Review

• Implemented scripts/review.py to perform an automated local code review of task specifications.
• Added a check command using argparse to scripts/review.py.
• Integrated scripts/review.py into scripts/tasks.py's update_task_status function, which now runs the check when transitioning a task to review_requested and blocks it if the review fails.
• Created the .claude/skills/local-review/SKILL.md file.
• Added the local_review tool to docs/interop/tool_definitions.json and generated docs/interop/TOOLS.md and scripts/tools.sh.
