Notify everyone at home

For some use cases, like a washing machine notification, it's only relevant to notify the users who are home. Currently my home has 2 people, and I target who's home at the moment for those notifications, if noone is home, it will send the notification to everyone.

Would be awesome to have something like this, I don't know if it's a new action, like universal_notifier.send_home that will auto target everyone that's currently home, or something else. Maybe a home sensor with an array of whos home could work as well.

Either way thanks for the great tool! I've done some of the things universal notifier does by hand in the past but your solution overrides all of my previous attempts!
