• add JEP-0012 under docs/internal/jeps/ proposing an explicit per-lease lifecycle FSM for exporter orchestration
• follow the PR-based JEP process from Add Jumpstarter Enhancement Proposal (JEP) Process and Issue Template #423 and keep this proposal as a JEP only, with no separate ADR documents
