Can the example rfv command to first sort based on the file path?

I was wondering if it is possible to search based on the file path?

Essentially when i enter the prompt with rg i want to narrow down the search path and then move to the fzf prompt and search inside the files?

It is probably going to be possible with the upcoming version with search action. An example: https://github.com/junegunn/fzf/blob/master/ADVANCED.md#controlling-ripgrap-search-and-fzf-search-simultaneously

Maybe you could come up with a scheme that some parts of the query are recognized as the path names passed to ripgrep.
