Make the blog post header mobile-responsive by displaying the title at full width, moving the code and date to a new row, and condensing tags into a hover-activated preview (icon + count) that reveals clickable tags on hover. Matches the research page layout pattern while maintaining tag interactivity.

Move tag preview to the same line as code and date using flexbox with justify-between. Replace div trigger with button for better accessibility and tap support. Use CSS-only interaction with :focus-within for mobile tap functionality instead of JavaScript.
