This PR implements a strict subtractive refactoring on QuickView/ImageLoader.cpp to eliminate codebase bloat without altering any outward behavior.

  1. Dead Code Elimination: Identifies and removes uncalled auxiliary functions (GetMetadataString, ExtractExifFromMemory).
  2. Deduplication: Removes a redundant implementation of ReadFileToVector (the std::wstring overload), ensuring the codebase consistently relies on the optimized, passed-by-reference LPCWSTR version.
  3. AST Consolidation: Refactors heavily duplicated logic for fetching EXIF metadata via WIC (specifically for rational and signed rational numbers). It collapses four discrete functions into two generic templates, significantly reducing code size while maintaining strict logic equivalence.

- **AST Consolidation**: Unified metadata parsing by consolidating `DecodeRational`, `DecodeSignedRational`, `GetMetadataRational`, and `GetMetadataSignedRational` into templated functions (`DecodeRationalT<bool>` and `GetMetadataRationalT<bool>`), reducing binary bloat and repetitive logic.
