When does the messages button is enabled? It is always hidden even though I do see ships sending broadcast text messages

Do you mean this button in the below? Please note it is only shown for a few binary messages that are supported (based on DAC/FID). What type of binary messages are you seeing?

btw the ONWAOFF text comes many times from ONWA devices. I have seen this already from 2 different boats and they are only decoded with -m 4 and the ppm is way off
