Maybe? :-) At least some parts of ocrodjvu worked on Windows back in 2010. But I don't remember the details.
I guess the hardest part is getting the dependencies installed. As for ocrodjvu itself, installing it with python setup.py install or pip should just work.
Anyway, I don't have time to spend on Windows support. I'm afraid Windows users are on their own. :-(
