feat(download_it): add the possibility to download missing versions

Why the pull request was made

Add the possibility to download releases that are not published on https://languagetool.org/download/.
The missing releases have been built and made available on https://github.com/jxmorris12/language_tool_python/releases.
These releases can now be retrieved from the language_tool_python lib.

Summary of changes

  • Add the possibility to download 6.7 and 6.8 releases from language_tool_python lib.
