Allow setting compute flavor id explicitly

What would you like to see implemented?

In Yaook for setting up Octavia Amphora in an automated way we create the default Amphora compute flavor with a pre-defined Id (see Yaook docs).

This allows us to automate the Octavia service setup without the need of a back channel to fill in the config option health_manager.amp_flavor_id (like for example kolla-ansible does it.).

Therefor it would be nice to have the option to set the Id of a compute flavor explicitly.
