For the new bibliothek source, since the function name is so long it ends up merging into the message
This is the bare minimum. No plugins were touched.
It's not very useful for a server like kaboom and there's too many commands we'd need to block.
No remapping is the best kind of remapping
The issues page now shows up as a button on the disconnect screen Increased max neighbor updates to make the server feel more responsive
We also allow players to get transferred into kaboom (just in case any servers wish to redirect players here)

Upgrades the server to Paper 1.21.4. (with Ignite)
Does not touch any jars, please run the updater when testing/after merge.
