Summary
This PR completes the rollout-strategy work for app releases.
It adds rollout policy propagation, readiness-gated cutover, rollback-on-failure behavior, rollout pause/resume/cancel controls, durable checkpoints, and restart recovery for active rollouts.
Validation
All checks were run serially with YOQ_SKIP_SLOW_TESTS=1, including focused rollout, readiness, recovery, and resume coverage.
