Adds a local test-release.sh script to simulate the GitHub Actions release workflow. Updates the release workflow to explicitly install Rust, wasm-pack, and required targets. Removes Node.js and wasm-pack installation from cross-compilation Dockerfiles, as UI and SDK are now pre-built in CI. Adds SKIP_UI_BUILD passthrough to Cross.toml and updates .gitignore for UI package-lock.json.
