Introduces GitHub Actions jobs to build and package server and CLI binaries for Linux ARM64 (aarch64), updates Dockerfile to use build contexts for architecture-specific binaries, and extends the release workflow to build, push, and create multi-arch Docker images and manifests for both amd64 and arm64 platforms.
