Reorganized Docker files: moved build scripts and Dockerfiles to docker/build, runtime configs to docker/run, and removed old cluster and backend config files. Updated documentation and scripts to match new structure. Simplified server config loading in backend to use CLI argument or colocated server.toml, and updated Docker images to use backend/server.example.toml as the default config.
