feat: Canadian jurisdiction + post-launch polish (v0.5.5)

  • Fix uvx install for MCP server (requires --from 'consent-engine[mcp]')
  • Drop S3 jargon from user-facing report + deck labels
  • Promote .com sites with Quebec/Canadian content from EU to CA jurisdiction
    (hydroquebec.com was misclassified as EU)
  • Add PIPEDA wiki page; wire CA jurisdiction to pull Law 25 + PIPEDA
  • Add CPPA 2024-2026 enforcement cases (Honda, DoorDash, Todd Snyder,
    Tilting Point) + synthesis section
  • Subtler kennethjbuchanan.com on the final deck slide

70 tests pass, ruff clean, mypy strict-clean.
