Summary

This PR adds load-test level 3 according to our specification. Specifcally this means creation of ApiExports and Bindings and CRUD on the objects.

This is only to be merged after #4160 has been merged. Hopefully we will get stacked PRs soon.

This is done, because some cloud providers to not like the default 15s
timeouts
