Since Google's block mechanism is deeply tied to "certified Android devices"—and certification requires full integration of Google Mobile Services (GMS, including Play Services, Play Protect, etc.)—a low-cost and (as of now) highly effective countermeasure for ordinary users is obvious: remove GMS entirely and replace it with microG (or similar signature-spoofing solutions).
This approach should be prominently featured on keepandroidopen.org, because it is far more effective than simply installing F-Droid or third-party app stores alone. It allows users to continue sideloading and using uncertified apps on otherwise stock/certified devices with minimal disruption. Moreover, it has a much lower barrier to entry and migration cost than flashing a full de-Googled custom ROM (like GrapheneOS, /e/OS, LineageOS without GApps, etc.).
